that the Secretary of State should take no action in the

matter pending its receipt, but we would ask for sanction to

inform the Consulting Engineers that the Secretary of State

approves of the employment of Mr. A.J.Barry to report on the

line and that they should give him instructions accordingly.

5. I also enclose for easy reference copies of

Mr. Eves' agreement and of the Memorandum, on the subject of

carrying out works departmentally, as these documents are

referred to in the correspondence now submitted. A copy of the

Memorandum was communicated to the Government of Hongkong in

our letter of the 12th of March 1906 when the construction of

the railway was authorised.
